The Secretariat is topped by a roof garden wich has been designed not only to insulate the building against the direct rays of  the sun but als to provide an excellent reacreational space. A cafeteria has been built on the tenth floor to ensure that the smell and fumes from the kitchen do not pollute the interiors of the building. Also, it offers a panoramic view of the Shivalik Hills and whole complex. For a quick vertical circulation, building is equipped with nine lifts and six staircases. Two great ramps grow out of the building at raskish angle. Their side walls have small openings to permit the entry of light and air. These ramps are being used by the majority of employees. The architect was of the opinion tahta the system of elevators would be used in the morning and the evening only. Corbusier also considered the fact that Indians like walking. The ramps offer interesting perspectives of the landscape and the architectural design of this complex.
